UKATA (the UK Asbestos Training Association) is working in conjunction with the DWP to enable members to become part of the DWP's Kickstart Scheme.
The Governments Kickstart Scheme provides funding to create new job placements for 16 to 24 year olds on Universal Credit who are at risk of long term unemployment. Employers of all sizes can apply for funding which covers:
- 100% of the National Minimum Wage (or the National Living Wage depending on the age of the participant) for 25 hours per week for a total of 6 months
- associated employer National Insurance contributions
- employer minimum automatic enrolment contributions
- £1,500 of funding for each job placement. This is to set up support and training, as well as helping pay for uniforms and other setup costs.
Employers can spread the start date of the job placements up until the end of December 2021. Usually this scheme would only be available to employers capable of offering at least 30 placements, however UKATA are acting as an intermediary on behalf of their members to enable smaller business the opportunity to take part and have as few, or as many, placements as they want.
UKATA will conduct the bulk of the administrative set-up work and also work with employers to identify the job roles, locations and timelines. Kickstart is a job creation scheme for roles over and above what employers normal staffing levels would be. It is an opportunity for young people aged between 16 – 24 on universal credit (mandatory requirement) to build life and technical skills.
There are no job targets for kickstarters. However, if a job is available at the end of the six months, that would be a bonus.
The £1,500 employer payment is received quite quickly after the kickstarter is registered on the employer’s payroll (HMRC refers this to DWP). Once the kickstarter has been paid their first month's wage, employers will then receive back this payment monthly. The onboarding PAYE and wages are all covered by DWP.
