HSE Inspections Assess Asbestos Management in Schools

The Health and Safety Executive (HSE) is continuing its inspections of schools across Great Britain to evaluate how well they manage asbestos risks. Findings from the 2023-2024 inspections reveal that most schools are meeting legal requirements and have effective systems in place for monitoring asbestos-containing materials (ACMs).

However, some areas still require improvement, particularly in asbestos management systems. Key issues identified include:

  • Ensuring clear roles, responsibilities, and contingency plans for asbestos management.
  • Implementing permit-to-work systems for contractors.
  • Developing detailed asbestos management plans, including emergency service notifications.
  • Using photographs in asbestos registers for better identification.
  • Providing proper training for in-house staff and ensuring external contractors are adequately trained.

These findings mirror those from the 2022-2023 inspections, indicating ongoing challenges. Schools are encouraged to review their management plans to address these concerns.

HSE will conduct further inspections in 2025-2026. Schools can access free resources via the HSE’s Asbestos – Your Duty campaign.

Additionally, the Department for Education (DfE) has updated its asbestos management guidance for schools and colleges in England, with useful insights for institutions across Great Britain.
