Only where ‘bare or unsealed’ scores a point higher for surface treatment than ‘encapsulated or sealed’, in cases such as AIB or lagging. In the case of cement or textured coating it makes no difference to the score, though I believe it should e.g. bare AIB = 2, encapsulated AIB = 1. Bare cement = 1, encapsulated cement = 1.
