Arguing technicalities avoids the central issue, can it be reused on site or not? From my experience of a real-world situation I say it’s very likely you would be given permission so long as the concrete will be ‘capped’, i.e. buried in footings or under a new road surface. My example comes from a school building being demolished which had bitumen adhesive applied to all the concrete floors, it was removed SFARP and then the EA were invited in to assess the residual amount which could not be removed without scabbling, they agreed that the concrete could be crushed and used under the new roadway being constructed to the new development. The cost of removing it as hazardous far outweighed the risk and they understood this. In short, get your data together and ask the question.
