This really should be thoroughly investigated. The Analyst is either authorised to carry out the four-stage and issue the certification or they are not. There is no grey area.
The only reason to withhold the paperwork is so it can be corrected/amended retrospectively which suggests the Analyst should not have been carrying out the clearance in the first place. Without wanting to get into a libel case, I wouldn’t be surprised if it was the Analyst name that got corrected/amended.
